This is a set of 3 ceramic beads that represent two yellow-rimmed eyes and the light brown beak of an owl. The eyes have two large holes that allow a cord to pass behind the pupils. They are black in the center, rimmed by yellow, rimmed by brown with "eyelashes" imprinted in the ceramic. The dark brown beak has one large hole in the top that goes straight down through the beak where the nostrils would be.
Vintage, made by the "O Henry" company out of California, possibly in the 70s or 80s, in an unopened package. These are somewhat crudely made, and were probably intended for macrame. You can also use them for unusual jewelry, faces for knit toys, and so forth. I have two sets of these beads in this style, and one set of plastic owl face beads.
