You would start with trying to contact your seller [shop owner] if that doesn't work for you then you need to go to PayPal and file a dispute there with the payment and that it was never received. They will give you a full refund.
After you do that, take a moment and write email@example.com and let them know what happen with you so they can put it on record with the shop owner.
